What is the difference between partially and fully indexed videos?

Partially indexed videos only have information that's available in the first minute or so of the video. This is usually year, location, title, and topic. Fully indexed videos include court decisions and officer/auditor ratings.

What is a Circuit?

The circuit courts are the appelete courts just below the US Supreme Court. Each circuit (except D.C.) covers several states. Each court's rulings govern all the states within its circuit regardless of the state where the case originates. While rulings in one circuit are not binding in others, they are often used as arguments when pleading cases in circuits where a particular matter has not been setttled. Two or more circuits coming to a different conclusion about an issue can be a major factor in the US Supreme Court hearing a case.
